As many as 11,565 motorists were fined in Dubai last year for stopping abruptly on the road.
Dubai Police said the violation also led to 11 accidents that caused eight deaths and 21 injuries.
The authority has advised drivers to act swiftly if their vehicle breaks down, by turning on the hazard lights, moving to the hard shoulder if possible, and placing a warning triangle.
The fine for stopping suddenly in the middle of the road is AED 1,000, in addition to six traffic points.
"In the unfortunate case of an accident happening and the driver is unable to move the vehicle, it is advised to switch hazard lights on, put a warning triangle on an appropriate distance for the vehicles approaching from the back, get out of the car, head to the side road and call the police," said Brigadier Saif Muhair Al Mazrouei, Director General of the Traffic Department at Dubai Police.
