The UAE's General Civil Aviation Authority (GCAA) has launched the world’s first regulatory framework for hybrid air operations.

That means electric vertical takeoff and landing aircraft, also known as eVTOLs, can now share the same infrastructure as conventional helicopters.

The framework was developed in collaboration with global partners and supports the UAE’s vision for efficient, smart mobility solutions.

It allows for the dual use of helipads and eVTOL pads, helping speed up deployment and make better use of existing facilities.

The GCAA's Director-General Saif Mohammed Al Suwaidi says the framework is not just about enabling new technology, it’s about reshaping the future of aviation and reinforcing the UAE’s leadership in innovation.

Aqeel Al Zarouni, Assistant Director-General for Aviation Safety, says the framework is a game-changer — helping regulators keep pace with emerging technologies while maintaining the highest safety standards.
